The rules for citizens of the Home Time boil down to just this one: don't destroy civilization or its plan to keep renewing itself. Unfortunately, some people don't listen. Everyone's suspicious of everyone (and with good reason) in this tale of trans-millennial intrigue. Sophisticated questions about place, time, and sustainability weave themselves among the action.
