A member of the Midnight Rats gang, Chipper lives on the streets of New York just before the turn of the twentieth century. An older con artist includes the boy in a scheme that involves posing as the missing heir of a wealthy family. The entertaining but familiar story line depends on several contrivances, and the "Bowery Boys" dialect and characterizations are overdone.
