Last Descendants Trilogy series.
A generation after the monarchy was restored in Malonia (a parallel world to modern-day England), magic is dying out. The Imperial Order threatens to reinstate the military rule that was so brutal in The Eyes of the King. Despite its long-windedness and vague world-building, the fantasy's large-scale sensibilities may draw readers into this second book in the trilogy.

Living in Malonia, a magical country recently overtaken by a totalitarian regime, Leo struggles through military school until his brother's illness leads to an existential crisis. Meanwhile, Malonia's rightful prince plots a counterrevolution from his parallel existence in modern-day England. An anticlimactic ending doesn't requite Banner's vigorous foreshadowing; however, the two story lines, rendered in earnest prose, are individually compelling.
